What is vPercent & Election Night Totals - Upset in the North Shore?

The polls have been closed for several hours and Debi Rose has declared victory in the North Shore City Council primary. According to the Associated Press, with all 125 precincts reporting, the tally is 4,656, or 55 percent, for Ms.Rose, 3,344, or 39 percent, for Mitchell, and roughly 6% for Rajiv Gowda. So what happened?

vPercent stated that Mitchell could come out on top with 72% of the vote. vPercent measures potential. This means that Mitchell's potential topped out at 72% (+/-3MoE). As mentioned in previous posts, for primaries and for certain parts of Staten Island, this number can be skewed. Of course, credit must be given to the Debi Rose camp - as they went above their potential. But the fact remains the same - Mitchell losing is a sign that he underperformed.
